A development permit refers to the permits issued in relation to planning and building applications. Effective management of development promotes orderliness, convenience of movement, public safety, and enhanced economic growth.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A development permit authorizes a person to carry out development according to the conditions specified in the permit. It considers matters relating to zoning, planning standards, and the structural conditions of the proposed development.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A building permit allows for the construction of buildings or structures, contingent upon compliance with building codes. It addresses how a building is constructed, covering aspects such as structural stability, fire resistance, and weather resilience.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Activities Requiring Development and Building Permits<\/h3>\n\n\n\n<ol style=\"list-style-type:lower-alpha\" class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Erection of any building or structure, except those exempted by law<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Structural alterations or renovations to a building<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Hoarding of property<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Planning Permission-in-Principle<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Change of use\/rezoning<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Subdivision or amalgamation of plots<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Extension of time<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Certificate of Completion for habitation<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Temporary Structure Permit<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Regularization of existing structures<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Extension of existing buildings<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Demolition Permit<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Statutory Requirements for a Development\/Building Permit<\/h3>\n\n\n\n<ol style=\"list-style-type:lower-roman\" class=\"wp-block-list\">\n<li>Submit a complete application to the Physical Planning Department<\/li>\n\n\n\n<li>Attach a completed land ownership document from the Lands Commission<\/li>\n\n\n\n<li>Provide four copies of architectural drawings signed by a certified architect<\/li>\n\n\n\n<li>Provide four copies of structural drawings signed by a qualified engineer<\/li>\n\n\n\n<li>Ensure the proposed development conforms to zoning status<\/li>\n\n\n\n<li>Provide a certified soil test report<\/li>\n\n\n\n<li>Include a fire safety report and drawings from the Ghana National Fire Service<\/li>\n\n\n\n<li>Obtain a permit from the Environmental Protection Agency<\/li>\n\n\n\n<li>Provide a structural integrity report if construction has already commenced or is completed<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the above requirements, the following apply specifically in BEMA:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Business Registration Certificate (for organizations)<\/li>\n\n\n\n<li>Business Operating Permit (for organizations)<\/li>\n\n\n\n<li>Up-to-date property rate payment (for existing buildings)<\/li>\n<\/ol>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Note:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>For Organizations:<\/strong> Developers may be asked for additional information based on usage, size, etc.<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>For Existing Buildings:<\/strong> Some development projects require a prior application for \u201cPlanning Permission-in-Principle\u201d before applying for a substantive development\/building permit.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\">Requirements Checklist<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Building Permit Application Form &#8211; (1) copy<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Title Search &#8211; (1) copy<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Indenture, Deed of Assignment, or Land Title Certificate &#8211; (1) copy<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Architectural Drawings &#8211; (4) copies<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Structural Drawings &#8211; (4) copies<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Structural Calculation Report &#8211; (4) copies<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Fire Report &#8211; (3) copies<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Mechanical or Services Drawings &#8211; (4) copies<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Geotechnical Report or Structural Integrity Report &#8211; (3) copies<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Environmental Permit &#8211; (1) copy<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Traffic Impact Assessment (T.I.A) &#8211; (3) bound copies<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Hydrological Services Report (if requested) &#8211; (3) bound copies<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Property Rate receipt<\/li>\n<\/ol>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Apart from the cost of the permit application form and processing fees, all other costs are determined through each phase of the process based on the fee-fixing resolution of the Assembly for that particular year.
