Assembly Members and Gov’t appointees in the Wenchi Municipality have been trained on the Revised Composite Budget Manual for Metropolitan, Municipal and District Assemblies (MMDAs).
The Training Workshop was organised by the GIZ in collaboration with the Bono Regional Coordinating Council (BRCC) for the Assemblies in the Region.
The purpose of the training programme was to provide knowledge and obtain understanding of the Manual for effective local governance system. The Manual is to guide Metropolitan, Municipal and District Assembly (MMDA) Officials to understand and manage the budgeting processes and harmonize all procedures consistent with the evolving trends and changes in the Public Financial Management landscape. The Manual serves as a source of reference to the MMDAs’ budgeting process. The Manual guides budget users, Budget Officers, Accountants and programme managers tasked with programme development and implementation required in all the necessary processes. The Manual serves as the basis for development and training to MMDAs.
The Head of Budget for Berekum East Municipal Assembly and Facilitator for the Training Workshop Mr Kumih Anthony took the Assembly Members & Gov’t Appointees through the nature of Local Government Budget. The Head of Budget for Sunyani West Municipal Assembly and Facilitator Mr Kudola Emmanuel took the participants through the Budget Cycle involving the processes of Budget Formulation, Approval and Execution. The Chief Planning Officer for Sunyani East Municipal Assembly and Facilitator Mr Usama Samu presented on Monitoring and Evaluation to sensitize Assembly Members. The Facilitators unanimously enjoined Assembly Members stick to the Budgeting process to ensure due diligence for effective execution and successful implementation of developmental programme and projects.
