
Addressing Heads and Staff of Departments/Units of the Assembly as well as allied Agencies present at the Workshop, the Municipal Coordinating Director (MCD) of the Wenchi Municipal Assembly Mr Jimah Yakubu underscored the importance of the Pay Roll Clinic built on the acquisition of knowledge and expertise on the operations of the Pay Roll software system. The MCD emphasized the call on Staff particularly Heads to uphold professional uprightness and due diligence in the discharge of their assigned duties. He advocated for column page on the Electronic Validation Payment System Platform to allow for reduced salary equal to the number of days a worker attended work instead of denying the workers full salary or validating full salary for the said worker, as part of measures to tackle inefficiencies and wastage to ensure fairness, accountability and save the public purse in the government Agencies.
The Regional Director of the Controller and Accountant General’s Department Mr Karikari Fordjour noted that it had become a priority of CAGD to interact and sensitize workers and resolve peculiar challenges and all salary related issues. He admonished Administrators of the Salary payment Validation System that under no circumstance should a worker be denied salary through negligence.
The purpose of the Pay Roll Clinic was to amongst others; school staff and duty bearers on their individual and collective roles and responsibilities expected of them for effective electronic payment system. To educate workers on the dynamics and operations of the Salary Validation Management Systems. To ensure robust and efficient Management System for regular salary payments. The programme was part of measures to help cleanse the Pay Roll and rid out ghost names that continue to take huge tolls on the government’s Pay Roll.
Deputy Director and lead presenter for the Workshop Mr Robert Adu-Boffour took participants through the Public Financial Management Act comprising Surcharge and Penalties, Sanctions and Refund of unearned Salaries, Compensations, Emoluments and Benefits, Salary Validation System, duties and responsibilities of validators, etc.
The Head of IT Mr Mathew Quaye spoke on personal information updates, etc.
The Team of Resource Persons were from the Bono Regional Directorate of the Controller and Accountant General’s Department led by the Bono Regional Director Mr Karikari Fordjour and included Deputy Director Mr Robert Adu-Boffour and Head of Information Technology (IT) Mr Mathew Quaye.
During Question and Answer Session, Heads and Staff expressed concerns about the Public Financial Management (PFM) Act, Retirement challenges, Electronic Payslips, etc. which were answered by the Team.
